Having watched a couple of programs on the old gogglebox lately that involved expressions of interest in public utilities, the last one was about the commuter attempt to bid for the South East Rail franchise, I have come to realise the difference in an expression of interest and actual interest. In the Executive Council meeting on 05-06-2017 Cllr. Woodward said that there had been 51 expressions of interest however, using the interpretation that seems to be currently in vogue, that could be anywhere between 0 and 51 companies prepared to put their money where their mouths are and as he was not prepared to specify how many companies had returned the relevant paperwork to actually register their interest tonight, it just makes me start to wonder, it's not as if the number of companies, no names, no pack drill, could be commercially sensitive, unless of course there is only one.

Well Connie's comment in "But the video recording doesn't matter" just about sums up FBC's attitude to residents involvement. Absolutely nothing else of any real interest but it was nice to see a young man being awarded a certificate for community involvement (it's the only way that I can think of to describe it as I don't actually know what his role was).

The Executive Leader stated that the Council had agreed Heads of Terms for a new hotel in Fareham Town Centre and had been exploring whether the Council should acquire the whole interest. The Leader was pleased to confirm that the discussions have been very successful and the new hotel will be fully funded by Fareham Borough Council. The proposed operator is Premier Inn and the building will be leased to them by the Roubaix Group which has a long lease on Fareham Shopping Centre.

As per usual with these long meetings problems such as overheating, memory card full and battery swaps came into the picture. I believe that there are a couple of councillor presentations

I videoed a fair chunk of this meeting but as it was the last meeting of the current political year in Fareham it was all pretty boring - thanking councillors that are standing down -
apparently we are losing 111 years worth of experience, the most ever recorded by this Council.
The only two interesting parts are those listed here. I have kept the raw videos if anybody wants to see them but to be honest they aren't really worth publishing here. As far as devolution goes it looks as though we might be able to scrub from the web site for the foreseeable future.

With regards to Cllr. Davis's comments in the Highlands Road section about Councils owning houses and their ROI figures, perhaps somebody should remind them that that was the idea before M. Thatcher decided that it was not in the interests of either tenant or council and forced them all to be sold off at cut prices without any means of replacing them. That was when social housing started to be replaced by 'affordable' rents and houses.

Not too sure what happened here I recorded it in 16:9 but YouTube seems to have squashed it into 6:4. It's still just about watchable though.
The meeting was even shorter this evening, just 15 minutes to approve the budget. No questions, no dissensions, no clarification required, I guess that they must have had a pretty good discussion first.
Quote from the Medium Term Finance Strategy appendix para 42
"Reduction in Parking Income - The income from parking fees has declined over recent years, mainly due to changes in the way people shop and to specific factors,
such as the new shopping complex at Whiteley, and store parking spaces at Tesco. This decline has continued during 2016/17."
And it will probably decline even faster when the multi-storey goes and the rest of the West Street shops are turned to housing.
Quote from the Medium Term Finance Strategy appendix para 43
"Reduction in Commercial Rent Income - As with car parking income the level of commercial rent has steadily declined, mainly in relation to the Council’s interest
in the shopping centre at Fareham. As a result, this places pressure on the income budgets within the commercial property portfolio."
Let's hope that the same doesn't happen with the unspecified commercial acquisition as mentioned in the last video of this set.

"Throughout the duration of this strategy period the government is expecting Fareham to increase their council tax by £5, in order to bring the tax up towards the level
that it would have been at had the tax not been frozen during the previous 6 years."
We've had 6 years of zero rates growth now we are going to have to make up for it in the next few years. Still only an extra £5 for a band D property so it won't hurt really.

Apparently FBC own 2000 dwellings and some of those are for sheltered housing so not very many for rent. People are having problems saving for a deposit. 2000 'affordable' homes are to be built in Welborne - should they be 'starter' homes?

Whilst the Church is a beautiful building (I'll bet that we have completely lost the skills to produce anything quite as exquisite and certainly not as long lasting as this), having been designed for medieval plainsong the acoustics certainly can't cope with modern amplified speech - I have attempted to improve the sound quality but it is still extremely bad. If you listen very carefully the audiences comments and questions can just about be made out, most of Cllr. Woodward's responses, however are relatively clear.
One does wonder whether the number of questions posed has any relevance to the ratio of developments proposed to existing dwellings for each area.

No separate report on this one because it is a single subject meeting. One question that I found interesting was the one about would FBC shut the facility down if any of the restrictions about noise, etc. were breached. Cllr. Woodward's reply was an unequivocal, single word, 'NO'. Just running through the back of my mind is 'Would HMG allow them to do it if it turned out to be necessary for the security of power supply to the country?" I can't help thinking that it might not be quite that easy to close it once it is up and running.

As with all of these multi-venue CAT meetings we have only videoed the introduction and presentation once as they are normally all the same. However the questions should be different from each venue (especially if people have seen these videos previously). Hoopefully watching some of the relevant questions will help you to form your own questions and try and hold the Council to task over some of the points raised.
I know that I shoudn't have, but after listening to the responses to the traffic in North Fareham related questions, I couldn't resist sharing the journey to the meeting (the camera clock shows GMT). I can't see how Stubbington By-pass, Newgate Lane, the A27 the Delme Arms or Station roundabouts are going to change the situation other than for the worse.

As there are no other suitable venues for this type of event in Knowle, I suppose that we can't really hold FBC responsible, but the acoustics were absolutely atrocious. It's a problem when doing a Q & A session in a sports hall, I couldn't make out most of the questions that were asked although Cllr. Woodward's responses were relatively clear, probably because he was almost facing the camera.
I have an alternative sound recording which is marginally better but it is of the whole meeting, not just the questions and it would be a mammoth task to split the individual parts out. Should anybody want a copy please e-mail me to request it and I shall send it to you.

Videos were taken by a new member of the team with a borrowed camera, unfortunately he hadn't twigged the limited run-time of the camera when taking this sort of thing and used it up on the common parts at the beginning. Typically it ran out smack dab in the middle of Cllr. Woodward's answer to his question. The end would have been interesting but c'est la vie.

Combination of the Stubbington and Ferneham Hall meetings. I didn't bother to retake all of Mark Wyatt's presentation - this is the Stubbington one - As you would expect

It was really nice to be able to video the delegates as they spoke, so much nicer than having to focus on something else. Many thanks to those for allowing me to do so. In all cases the sound quality was brilliant, unlike some of the other venues that we have had to cope with.
I had to take the decision early on as to which parts of the meeting were going to be the most important as I knew that the camera wouldn't last the course. I felt that the basic application and the delegations were the most important part so concentrated on them, unfortunately, due to the old problems, I was unable to video those by R. Massingham, K. Newsom and M. Stratton-Brown; apologies to them but that's how it goes sometimes. This caused a problem later with the deliberations of the councillors which was a mistake because there were some very interesting statements made. I didn't bother to video the application for 34 Laburnum Rd - I am sure that it was very important to the householder and possibly their neighbours but as it was passed and has very little effect on the
larger scale of things, I decided to try and get the rest of the meeting. Unfortunately far more time was spent discussing hedgerows than I had anticipated and the camera still managed to overheat quite badly

I tried using 2 cameras to get over the heat problem, it worked reasonably well considering that it was the first time that I had tried it - that's why the sound and picture changes at times.
I think that some of the lipsynch problems were caused partly by this and partly by adding the still images of the plans which breaks the link between video and audio but it seems to make more sense
to be able to see the pictures where possible.
I hope that the Council are going to find a better spot to film from but we will need to see if that happens or not.

The meeting went on far longer than we thought it would and unfortunately (or fortunately, depending on you point of view) the battery ran out of volts and the memory card ran out of bytes.

It would have been nice to have videoed the Furze Court application but man proposes and God disposes. If you are interested in how well 33 dwellings will co-exist right next to the M27 and A32 the notes are here
The really interesting ones to my mind are the councillors submissions that relate to traffic - if 120 houses just off the A27 can cause as much havoc as these councillors obviously think they will,
just imagine what 100 houses effectivley built down a back street is going to cause or even worse 6000 houses built anywhere in this overcrowded area.
The meeting went on slightly longer than I thought it would so there was a slight problem towards the end with flat batteries and overheating (the camera that is, not the public) but all of the important bits are here.

Unfortunately it is impossible to understand what this is all about unless you have the 365 page agenda in front of you. There are so many initials and so much jargon used that you will be lost without it. A big shame is that the camera must have given up the ghost just before the last item - Fareham Community Hospital, still it seems to happen every time there is one of these long lasting meetings and you can read all about it in the agenda, just not sure if there were any questions.

These are the videos of the first of three parts of this presentation to the general public, unfortunately we ran out of time, batteries and memory cards to record the third one.
The first video, "STP, Sustainability and Transformation Plans" attempts to explain just how our CCG intends to cope with an effective cut in funding, loss of GPs, how the hospitals will cope and that side of things. These meetings just seem to be re-iterating the same things, time after time. Unfortunately nothing much seems to change and as far as many members of the public are concerned, don't appear to have much chance of change. Don't forget the 30% multi-million pound hike in business rates that Southampton General are just being hit with.
It is quite worrying to hear a member of this group saying that we have hit a 'little hump' in the supply of GPs (Lack of GPs). To most of us it seems far more like the edge of a cliff, but then these people are paid to know what is going on so perhaps the hump will be just that.
Still it's good to know that FBC and our CCG needn't be too worried about healthcare provision for Welborne, although they will have an input into the problem it really lies squarely at the feet of our neighbouring CCG so that's a good slopey shoulders solution to one enormous problem. Really if our Council want to create this new town then they ought to take responsibilty for ALL of the grief that it will cause.
